Chhattisgarh Factory Registration is mandated by the Factories Act, 1948 to ensure that the factory complies with the stipulated rules and safety guidelines. Upon registering a factory, the Government of Chhattisgarh issues a license. This license is a document /certificate of authorization for granting permission to regulate and carry out manufacturing pursuits from a particular locality. According to the Factories Act, any person who wants to construct, extend a factory in Chhattisgarh has to get prior permission from the respective authority in advance before the commencement of the business. The Factories Act is established with the objective of ensuring the installation of adequate safety measures and promoting the health and welfare of the workers employed in factories. Also, it strives to curtail the haphazard growth of factories. To complete the Chhattisgarh Factory Registration and to obtain a license you need to follow three steps:- Get plan approval and permission to construct or extend a building as a factory

Eligibility Criteria
Any Person (Owner of Factory, occupier) who wants to construct, extend or take into use any building as a factory in Chhattisgarh need to get plan and permission approval to construct, extend or to use any building as a factory. After construction, the factory owner has to register the factory under Factories Act, 1948.When to Apply?
Application for Plan Approval
Before starting construction of a factory or in case of expansion of the factory, the owner of the factory or occupier needs to apply for approval of plan and permission.Application for License
If the application for approval of plan and permission to construct a building as the factory has been successfully accepted and before starting the construction of a factory or in case of expansion of factory, you can register the factory and apply for a license.Licensing Authority
The Labour Department, Government of Chhattisgarh, facilitates the process of Chhattisgarh Factory Registration. As mentioned above the Labour Department issues a factory license after registration; this is a certificate which grants permission to carry on the particular trade for which it is issued. It does not confer ownership of property/land or permission for any other activities than for which it is issued.Processing Time
Total time for closing of the application from the date of application for Chhattisgarh Factory Registration will be 90 days from the date of successful submission of application. The certificate for registration will be issued within 30 days of successful submission of application.Validity Details
- The permission and plan approval granted under the factories act to construct or extend or using any building as a factory is valid for a lifetime from the date of issue.
- The license granted to carrying out business is valid for ten years from the date of issue. After expiry, the license can be renewed.

For availing the facility of online services of the various department of Chhattisgarh, users will have to register online in a single window. Registration is a two steps process- User Registration: User registers himself once with the Single window (SW) and creates an account
- Unit Registration: User can register their units after logging into the Single Window
Get Udyam Akanksha Number (UAN)
Each unit after registration will have a unique ID called “UdyamAkanksha Number” (UAN). All the incentives applicable to the specific unit and online application for various approvals can be availed through this UAN.Access Labour Department web portal
Step 1: Access the home page of the Labour Department. Select Single window login option. A small window will be displayed, click on new registration. Application for Plan Approval
Before starting construction of a factory or in case of expansion of the factory, the owner of the factory or occupier needs to apply for approval of plan and permission.Login to Portal
Step 4: After registration, login to the portal using single window login credentials. Step 9: By clicking on the save button, the details will be saved. In the next page, you need to upload all supporting documents. Step 10: After uploading the necessary documents, click on save and proceed option at the bottom of the page. The page will redirect to the payment section.Online Payment
Step 11: To pay applicable fees online by e-Challan, click on the e-Challan link. Select the concerned bank from the drop-down list and click on the “Submit” button. Enter the treasury reference number in the field provided, and your application will be submitted to the department.Status of Application
You can track the status of the factory license application from the dashboard. Once the application is submitted for approval, the status of the application becomes “Pending” in the dashboard. On approval of the application, the status will be changed to approved, and the user can download/view the certificates from the “Download” in the dashboard.Application Verification
On submission of complete application, the concerned authority from the Labour department will verify the details entered in the application.Risk-Based Assessment

Third Party Verification or Departmental Inspection
Based on the type of factory, you need to apply for Third Party Verification or Departmental Inspection. Follow the procedure as explained above, you need to select apply option under inspection from SW dashboard.- The application page will be displayed provide details of the factory.

- After providing details click on submit. The system would authenticate the details.
- The Third Party Certifier or departmental officer will visit the unit. At the time of inspection, you have furnished the document as mentioned above.
- After issuance of the third-party certificate, the concerned unit will upload the report on the labour department.
- The department may issue a notice to the factory to rectify defects/ deviations/ non-compliance observed as part of the inspection
- The establishment will have to do the necessary and appropriate compliance and inform the office about the same
- After acceptance of the compliance report, the license will be issued.
Download the Certificates
You can download the certificate of approval from Single Window. Log in to the SW portal using the credential, from the dashboard select download option. If the application for approval of plan and permission to construct the building as the factory has been successfully accepted and before starting the construction of a factory or in case of expansion of factory, you can register the factory and apply for a license.Login to Portal
Step 4: If you are an already registered user you can log in to the portal using single window user login credentials. The new user can follow the procedure explained above to get UAN number. Step 5: After successful login, the system will ask for Udyam Akanksha Number (Unit Number), provide UAN of the establishment for which you are applying online services, click on Submit. Step 6: After submitting UAN, the dashboard of the Labour Department will be displayed, showing services available through Single Window.Provide Details in Application
