Goa Occupancy Certificate

In the state of Goa, an occupancy certificate is a legal document officially certifying that the construction of a building complies with the approved plans. The Department of Municipal Administration which is regulated under the Government of Goa issues occupancy certificate only if the constructed building is in an appropriate condition for residency. In this article, we view the procedure for obtaining a Goa occupancy certificate in detail.

Goa Municipalities Act

As per the provisions under the Goa Municipalities Act, an application form has to be requested after constructing the building to grant for the occupancy certificate. The sanctioning officer after examining the premises may issue or reject the occupancy within thirty days from the day of receiving of the application.

Uses of Occupancy Certificate

An occupancy certificate holds the following purposes:
  • Occupancy certificate serves as legal identification for utilising a property in the state.
  • Occupancy certificate helps in claiming income-tax benefits on house loans, in addition to the provision of house loan report.
  • Occupancy certificate attends to obtain a power supply connection or water connection/sanitary connection.
  • Occupancy certificate assists a person in getting a certified copy of the deed.
  • Occupancy certificate is expected at the time of purchasing or selling a property.

Occupancy Certificate and Completion Certificate

Completion Certificate:  Upon construction of the building, the developer or the landowner of the premises has to request for a completion certificate through the local municipal officials. If the building developed suits as per the stated norms, the qualified officer would grant a certified copy of the completion certificate. Occupancy Certificate: Once the person receives the Completion Certificate, you have to further request for an occupation certificate from the local municipal authority. Occupancy certificate confirms that the building has complied with all the necessary building rules and regulations. This certificate is provided by the local municipal corporation officer or by the department of urban local bodies that distribute no objection to the buildings as per the prescribed laws. An Occupancy Certificate is granted only if the construction has been completed in all phases.

Eligibility Criteria

The person applying for the occupancy certificate should have already completed the building construction under the regulations or provisions of the Development plan in the state of Goa.

 Documents Required

The specified documents are to be furnished along with the occupancy application form.
  • Completion Certificate from the Architect or Engineer in the prescribed format.
  • Completion Certificate from the NGPDA.
  • Final No Objection Certificate from Fire and Emergency Services in Case of High Rise Building.
  • Completion Certificate from the conservation committee in case approval accorded by the conservation committee.
  • Gift deed executed in favour of the Corporation of the City of Panaji for handing over the road widening area.
  • Final No Objection Certificate from Health Service.

Online Application Procedure for Occupancy Certificate

To apply for online occupancy certificate in Goa, follow the steps mentioned below:

Visit the Official Portal

Step 1: Visit the state official portal of the Goa Government.

E-Services

Registration Process

Existing User

Step 4: If already registered the applicant can log in into the portal directly with the help of username and password.

New User Registration

Step 5: If you are a new user then click on “Register” tab to register on the state portal.

Step 6: Then the new user registration form will open up on the current screen. Fill the necessary details such as
  • Applicant name
  • Email id
  • District name
  • State name
  • Date of birth
  • Mobile number

Login into State Portal

Provide Login Details

Receive Successful Message

Step 9: After logging into the portal then the successful message for registration will be displayed. Step 10: Then the applicant will be redirected again to the login page provide login details and click on the “Login” button.

Submit new e-Form

Locate Service

Step 12: You need to search your application form by clicking on the appropriate department (Municipal Administration department) and then click on the “Search” button.

Select Application Form

Online Occupancy Application

Step 14: On the next page the online application form for the occupancy certificate will open up.

Filling Application Form

Step 15: The applicant should furnish the relevant details such as
  • Applicant name
  • Email id
  • Mobile number
  • Applicant identity Proof
  • Select Municipal council
  • Address of the premises
  • Construction License Number
  • Purpose of the certificate
After furnishing the details click on the “Submit” button to complete the application procedure.

Upload Documents

Step 16: After clicking on the submit button a page will get open wherein he or she has to upload their documents and then click on “Complete Submission” button.

View Submitted Application Status

Step 18: Go to the home page of the portal under search your transaction tab applicant can see all the transactions he has initiated for, and on clicking receipt number, the applicant can view the status of the form submitted online.

Download Application form

Step 19: On clicking the download link, form which applicant have filled will be downloaded and can view the form. Also below under Form Status tab, the Applicant can check the status of the form.

Verification of Document

The verification of the application submitted through online will take place. The verification statement is automatically appended to the application and auto-forwarded by the system to respective engineer for verification of uploaded documents. The clerk engineer will mark the feedback in remark section and approve the application. Upon approval by the engineer, the form will be delivered to randomly assigned site inspector for site inspection based on the risk evaluation of the building.

Site Inspection

For site inspection, the message is sent to the registered email id and mobile number of randomly selected Site inspector for a site inspection. The confirmation message is also sent to the registered email id and mobile number of applicant or architect concerning details of randomly selected site inspector and date, time of Site Inspection. After the inspection of the site, Site Inspector will upload the site inspection report on the portal in the designated format/checklist (as per risk category of the building). Then the site inspector will mark the remark in the remark section and forward the application to town planner for approval if satisfied with the submitted plans.

Renewal of Certificate

The application has been made for the renewal of an occupancy certificate or written permission by the date specified in the existing certified copy of occupancy, the applicant license (occupancy certificate) will be renewed by remitting the appropriate fee.

Refusal of Occupancy Certificate

In a case where the occupancy certificate is refused, the Board of Councilors will communicate the applicant with reasons in the form of notice will be forwarded within fifteen days from the date of receipt of the application received. Then the applicant can request the chief officer regarding the refusal, the chief officer after verification if satisfied by him then issues the occupancy certificate within fifteen days from the date of the request made.
