Himachal Pradesh Fire License

Any person proposing to construct a building for a business purpose or residential purpose of more than 15 meters of height must obtain a building plan approval from the fire service department. Fire License document is granted after the plans and specifications for a new building is assessed by a Fire Officer for compliance with the fire safety of the Building Regulations. Fire NOC is issued by the Fire Service Department of Himachal Pradesh to verify that a building is resistant or unlikely to observe any fire-related accidents. In this article, we look at the process for obtaining NOC for Fire License in Himachal Pradesh.

Himachal Pradesh Fire-Fighting Services Act, 1984

The State Government of Himachal Pradesh regulates the below following Fire-Fighting services in the state of Himachal Pradesh.
  • Regulations and rules for the maintenance of the fire services.
  • The superintendence and control of the services are carried by the provisions of this Act and rules.
  • Precautions against fire, accidents, etc.
  • Lawful regulations of Auxiliary fire service include the necessity to augment the fire service.
  • Regulations and rules concerning the display of notices.
  • The penalty for violation of duty, false report etc.

Need for Fire License

The industrial units and commercial establishments dealing with explosive and using highly inflammable substances must obtain a No Objection Certificate from the Director of Fire Services or Chief Fire Officer. The primary purpose for getting the No Objection Certificate (NOC) for Fire License is to carry out various trades or business activities within a particular municipal locality. Fire License would also be needed while getting building plan approval.

Documents Required

The below following documents are to be uploaded or handed over to the inspecting Fire Officer at the time of inspection.
  • A copy of approved drawings of the building
  • Documentary proof of the property or land (owned/ rented/ leased)
  • A copy of previous No Objection Certificate (in case of renewal)
  • Explosive Certificates of CO2 extinguishers
  • Hydraulic Pressure Test (HPT) report of all types of Fire Extinguishers along with a certificate of manufacturing year of fire extinguishers.
  • A proof copy of manufacturing year of fire extinguishers.
  • Detail of portable fire extinguishers showing location, manufacturing date, refilling date, explosive number/ serial number, make and HPT etc.

Premises/Buildings Requiring Fire License

To obtain the NOC for Fire License is mandatory for the following categories of buildings:
  • Hospitals or nursing homes
  • All Industrial buildings, Hazardous buildings and Mercantile buildings
  • Residential occupancy with a part commercial usage
  • Educational buildings such as schools, colleges, universities, Montessori, etc.
  • Houses in multiple occupations (HMOs)

Turnaround Time

The stipulated time for providing the service will take 30 days after the initial request at the divisional fire office.

Application Procedure

In Himachal Pradesh, the applicants must follow the following steps to apply for the Fire License by submitting the application form online.

Visit the Fire Service Portal

Step 1: Firstly, the applicant has to visit the official Fire Service portal of Himachal Pradesh. Login to portal

Step 3: The applicant must log in with their username and password to operate the License applications received from the citizen. Apply NOC for Fire License

Step 5: Then you need to click on the ‘NOC for Fire License Application’ option on the web portal.

Fill in the right credentials

Step 6: Then, the applicant has to complete all the requested details such as New license details, Applicant’s address details, Building Details, Fire Hose Reel Details, Other System Details, Other Building Details, Fire Extinguishing Details, etc. and click on the ‘Save’ details.

Upload Requested Documents

Step 7: After providing all mandatory details, you have to submit the application form of NOC Fire along with all the supporting documents that are specified above.

Get Acknowledgement Slip

Step 8: Once the application form has successfully submitted, Acknowledgement slip with an application number will be displayed. Take a print of this slip. Keep it safe for future reference.

Application Procedure - Offline Method

In Himachal Pradesh, the applicants must follow the following steps to apply for the NOC for Fire License by submitting the application form offline.

Approach the Fire Service Department

Step 1: First, the applicant has to visit the Fire Service Department ranging within their area. Step 2: The applicant has to request applying for a No Objection Certificate (NOC) for Fire License with the respective executive. Note: You can also download the NOC application form from the official web portal of Himachal Pradesh. NOC for Fire License application form is reproduced below for your ready reference.

Fill out the right credentials

Step 3: You have to fill the NOC Fire License application form with appropriate details without any mistakes. Provide the given following details/ information in the application form.
  • Applicant’s details
  • Building Details
  • Fire Hose Reel Details
  • Other System Details
  • Other Building Details
  • Fire Extinguishing Details
Step 4: You have to submit the NOC application form in the prescribed format to the concerned operator.

Attach Required Documents

Step 5: Once applied, the applicant has to attach the stipulated documents along with the NOC application form. Step 6: Upon submission, the user will get the transaction ID to the registered mobile number informing the details about the registration. The application has to make a note of the transaction number to check the status of the application through online.

Applicable Fee

The applicant need not remit an application fee to apply for No Objection Certificate in Himachal Pradesh.

Validity of NOC/ Fire License

The Fire License or No Objection Certificate is valid for one year from the date of issue. Therefore, it has to be renewed every year.

Renewal of Fire License

Applicants can click on the Renew License link from the official portal by clicking on its ‘Renewal’ link and can apply for the Renewal of Fire license. The renewal process can also be done by visiting the Fire Service Department.

Download Fire License

If the NOC Fire application form has been approved, you will receive a notification on your registered mobile number. The Fire License details will be updated in the portal of the concerned state’s records. You must Log in to the official portal and enter the Certificate number along with the application number. Then, click on the “Submit” icon. Finally, you can download the Fire License certificate.
