Karnataka Factory Registration
Karnataka Factory Registration is mandated by the Factories Act, 1948 to ensure that a factory complies with the stipulated rules and safety guidelines. Upon registering a factory, the Government of Karnataka issues a factory license. This license is a document of authorization for granting permission to regulate and carry out manufacturing pursuits from a particular locality. In this article, we look at the procedure for obtaining the Karnataka Factory Registration License in detail.Factories Act, 1948
According to the Factories Act, any person who wants to construct, extend or take into use any building as a factory in Karnataka has to get prior permission from the respective authority in advance before the commencement of the manufacturing business. The Factories Act is established with the objective of ensuring the installation of adequate safety measures and promoting the health and welfare of the workers employed in the factories. Also, it strives to curtail the hazardous growth of factories. To complete the Karnataka Factory Registration and to obtain a factory license, you need to follow three steps:- Obtain Consent for Establishment – Approval of Plan and Permission to Construct/ Extend/ or Take into Use Any Building as a Factory
- Obtain Consent for Operation – Registration of Factory & Get license under the Factories Act, 1948
Eligibility Criteria
Factories in which ten or more workers are employed with power being used in the manufacturing process and factories which are engaging twenty or more workers without using power in manufacturing process need to be registered in Karnataka under the Factories Act, 1948. Any entrepreneur who wishes to construct, extend or take into use any building as a factory in Karnataka needs to get plan approval and permission to build, extend or use any structure as a factory. After construction, the factory owner has to register the factory under the Karnataka Factories Act, 1948.When to Apply?
Application for Factory Plan Approval
Before starting construction of a factory or in case of expansion of the factory, the entrepreneur needs to apply for approval of the factory plan and to obtain permission.Application Factory License
If the request for approval of factory plan and permission to construct or extend a building as the factory has been successfully accepted and 15 days before the commencement of operation, you can register the factory in Karnataka and apply for a factory license.Licensing Authority

Validity of License
The permission and plan approval granted under the Karnataka factories act to construct or extend or using any building as a factory is valid for a lifetime from the date of issue. The Karnataka Factory license issued will be valid for a year.Renewal of Karnataka Factory License
The factory licensee needs to renew every year. If the applicant wants to avail the benefit of renewal of Karnataka factory license for three years at once, she/he may do so by paying three years license fee along with the required documents.Applicable Fee
For Karnataka factory registration, the applicant has to pay a prescribed fee as per the proposed schedule. The fee for factory registration is based on the Maximum number of persons to be employed on any day during the year, and the Quantity of Maximum horsepower/kilowatt machines (H.P/K.W) installed. You can get the fee online through the official website of the Department of Factories, Boilers, Industrial Safety & Health, and the Government of Karnataka. Visit the homepage of the Department of Factories, Government of Karnataka. From the home page, select the Fee Calculator (Factories) option. Pay Fee Online through Khajane-2
The applicant needs to pay the prescribed fee for factory registration and plan approval and license renewal and need to upload the challan at time of filing application for factory registration. You can pay the amount through online Payment gateway - Khajane-2 and generate challan. To pay the fee online, you need to visit the official website of Karnataka FBIS. From the home page select the Online Payment-Khajane2 option. The link will redirect to new page. - PESO (Petroleum and Explosive Safety Organization) approval in respect of SMPV (Static & Mobile Pressure Vessels)

Procedure for online approval of factory building plans [Non-Hazardous] is explained below:Register in FBIS
Step 1: To apply for factory plan approval, you need to register in Karnataka FBIS portal. Select the New user/ Register here option from the home page. Image 4 Karnataka Factory Registration Step 2: The user registration application form will be displayed. Provide the following details in the application.- User ID
- Occupier Name
- Date of birth
- Mobile / Land Line Number
- Factory Name and Factory Address
- City and Pin code
Login to the Portal
Step 4: Log in to the Karnataka FBIS web portal using the user credential received on mobile. Step 5: After log in to the portal, from the main page select service and choose Form No.1 for factory plan approval. Step 6: Provide all details in the application form for factory plan approval. After providing details click on save button. Step 7: Applicant should attach all the mandatory documents required, after uploading a document click on the submit option. Step 8: Plan approval fee can be paid as uploading Challan or Online payment using Khajane - II link and details have to be specified in the online application. Step 9: After submitting the application, a unique case number will be generated for further reference and tracking. Step 10: The divisional officer will scrutinize the application and conduct a field level inspection of the site/factory. Step 11: After scrutinizing the divisional officer will forward the application to the concerned officer as mentioned above for approval. Step 12: After verifying the details, the concerned authority will approve the plan, and an approval letter will be issued online.Application Status
The applicant would be provided with an option for checking status through “Application Status-Status (Factory)" option.Verify Approval Certificates
The applicant can verify the approval certificates online via Karnataka FBIS portal. Select Verify Approval Certificates option from home page. The link will redirect to new page. The procedure for renewing Karnataka Factory License is explained in detail below: Step 1: You need to login to FBIS portal, after login to the portal, select services-factories and Click on Renewal of license. Step 2: The application forms for renewal of license will be displayed, fill all necessary fields for Renewal. Step 3: Upload document and make payment or upload challan already generated. Step 4: After uploading a document, you can submit the application form. Once the application is submitted, a unique case number will be generated.
