Procedure for Seeking IMC's Approval for export of Wheat Flour

The Directorate General of Foreign Trade (DGFT) had earlier issued the notification to provide that Inter-Ministerial Committee’s (IMC's) approval shall be mandatory for the export of Wheat Flour. Now, vide trade notice dated 18 July 2022 has clarified the procedure for submission of requests for seeking the Inter-Ministerial Committee’s approval for the export of wheat flour. The export of Maida and Semolina remains free without any condition. According to the process, exporters would be required to submit the purchase order or copy of the invoice along with documentary evidence in case the firm is ISO 22000 compliant. Amendment in the export policy of Wheat Flour (Atta)

DGFT vide a Notification No. 18 dated 06.07.2022 has amended the export policy of wheat. As per the amendment, the export of Wheat Flour (Atta) is freely allowed subject to the recommendation of the Inter-Ministerial Committee (IMC) on the export of wheat. The export of Maida, Semolina (Rava / Sirgi), however, remains free without any condition. Agricultural Export Policy

NOC from IMC for the Export of Wheat Flour (Atta)

 For getting the required NOC from IMC for the export of Wheat Flour (Atta), all such exporters will be required to submit their request in ANF 2N application format to be filled only through the online module of DGFT

Documents Required

The documents required to get the NOC from IMC for the export of Wheat Flour is listed as follows:
  • Purchase order/Copy of Invoice
  • Documentary evidence in case the firm is ISO 22000 compliant
The Director General of Foreign Trade (DGFT) has laid down the procedure for the submission of requests for seeking IMC’s approval for the export of Wheat Flour (Atta).

 Processing Fee 

A processing fee of Rs. 1000 is required to be paid at the time of submission of ANF 2N through the online module.

Procedure to get NOC from IMC for the export of Wheat

As mentioned above, For getting the required NOC from IMC for the export of Wheat Flour (Atta), all wheat exporters will be required to submit their request in ANF 2N application format to be filled only through the online module of DGFT.
  • DGFT also clarified that requests send as mail or hard copy will not be accepted.
  • Online filed complete applications in the desired format received for export of Wheat Flour (Atta) shall be considered by the Inter-Ministerial Committee (IMC) on the export of wheat in its weekly meeting to be held every Thursday.
  • Accordingly, all such applications received till Monday would be considered for the weekly meeting on Thursday, the same week.
  • On the basis of the recommendations of the IMC, the further decision would be taken and necessary communication will be issued to the applicant as well as the relevant Customs Authority

Important Announcement

In addition, the export of all the shipments approved by IMC shall be allowed subject to the issuance of a Quality Certificate by the Export Inspection Council (EIC) or its EIAs at Delhi, Mumbai, Chennai, and Kolkata only as per the requirements to be notified separately by EIC. The quality certificate issued by EIC to the applicants recommended by IMC will be mandatory for the export of Wheat Flour (Atta) and the same will have to be produced before the Customs Authorities of export clearance.
